A non-FFL seller can ship to a FFL holder. Check license online and ship to the dealer. The dealer must accept shipments from non-FFL holders. The FFL holder completes the transfer paperwork to the buyer.

No the dealer doesn't have to accept direct from non FFL holders. They can and is legal, but more and more don't.

check with your FFL before you have it shipped.
Yeah, I was one for 28 years. I did and for the most part was trouble free. But a few times it was a real PITA. I have noticed lately you see more and more dealers noting in their shipping and receiving info that they only deal with licensed dealers only.

The dealer must be willing to accept from non FFl's. I knew what you meant in the original post, but see how the others misunderstood the statement.
