NCGA Session Law 2017-182

Sunday hunting on the Commission’s game lands remains prohibited. Approximately 1.5 million acres of approximately 2 million acres enrolled in the Commission game land program are owned by corporate and federal partners. The Commission will implement a collaborative and inclusive process of evaluating options and opportunities to hunt on Sundays with a firearm on its game lands after carefully considering landowner and user-group perspectives.

So the WRC is not going to automatically legalize SH on game lands

From the signed bill:

Any person may, subject to rules established by the Wildlife Resources Commission, hunt wild animals and upland game birds with the use of firearms on Sunday on public lands of the State managed for hunting, except that the following limitations apply:

The question becomes what happens in the absence of a WRC rule. Does Sunday hunting remain prohibited until a rule is passed? Removing the clause makes it clear that Sunday hunting is permitted. The WRC clause makes the bill ambiguous. One interpretation is that no, Sunday hunting is not allowed until a rule is established. Another interpretation is that if a rule is not established by the WRC, Sunday hunting is allowed under the limitations listed. If the WRC wants to limit it further, they would establish additional limitations.

Regardless the WRC is now on record as saying they are not gonna allow SH on game lands anytime soon.

This law leaves a lot of interpretation to the folks in Raleigh.

The way I read it is that you can hunt it unless WRC has a rule prohibiting it.

Treatment of game lands:

Sunday hunting on the Commission’s game lands remains prohibited.
The Commission will implement a collaborative and inclusive process with constituents to evaluate options and opportunities to open Sunday hunting with firearms on the approximately 500,000 acres of game lands owned by the Commission. The process will include consideration of all user-group perspectives.
The Commission will work collaboratively with governmental, private, and corporate partners to determine interest in allowing opportunities to hunt on Sundays with a firearm on the approximately 1.5 million acres of game lands owned by those partners. If these partners are willing to consider this option, then the Commission will follow the process described for Commission-owned game lands.
