What is your best group at 100yds with

First thing will be a good cleaning. My guess is the barrel is heavily copper fouled.

If he shoots it that seldom I doubt it has enough copper fouling to mess it up - it'd that four wheeler and "high end" scope combo

I'm sure that is going to be the biggest part of it. Cheap see-through mounts too but I'll bet it has never been really cleaned and is an older rifle.
