If ā€œyour friendā€ has a stock on it without a stamp, he was already out of compliance. But, yes, adding a 16ā€ barrel would just make it a rifle.

If it is a brace, a longer barrel is one of the listed options for compliance. Tell him if it is a brace, he would be better off waiting a bit. Save him from wasting some money.

So would a person be compliant with the new ATF "rule" if they ditched the brace from their AR pistol and installed an extra long buffer tube ?

The way I read it,the buffer tube itself they didn't want which kills the pistol platform all together.

Buffer tube length doesn't matter at all for the law. Only barrel length.

Just ditching the brace would allow it to be considered a pistol instead of an SBR, and you can have as long a buffer tube as you like

What about surface area as they're calling it,one inch tube or five inch blade
It's moot as it doesnt specify a surface area metric that must be met/exceeded. Like usual the ATF is leaving things to he interpreted.
But the verbage where "surface area" is used is talking about attachments and components with an area designed or intended for shouldering.
The buffer tube itself is essential for (most) ar15's to function, and bare with no attachments isn't considered a "stock"..... yet.
In short Eff the ATF

Itā€™s just to get the masses to panic and register so the ATF will have a more detailed knowledge of who has what

Another theory is a de-facto ban on Form 1s and overall NFA registrations. current e-form 1s are quick, but someone did an estimate on the time it would take clear the millions of braces if they got registered, and it would be in the decades.
