power meter

my pump house is tiny and almost impossible to work in going to build a new one but the power meter is directly above existing pump house and only 5 feet off the ground.....can i build pumphouse around the meter or do i have to move the entire pumphouse

I find it hard to visualize a power supply being that close to the water supply. But, with that said:
I think I would build up to, but not around/under the meter. Expansion in other directions should give you enough working space. Doing so will eliminate anything protruding through the roof area, that would ultimately end up leaking and creating issues later.

The old pump house is under the meter and the actual well pump is directly under the meter 45 years ago it was ok do do it I guess

Only you know exactly what you have and what you will have to deal with. Some situations dictate you "do what you have to do". Just be sure to not block easy access to the meter for power company tech's.
