Permit Hunt Quota Question - Person(s) or Parties?

I'm unclear how some of the quotas are structured for the permit hunts.

For example, here are the quotas for two different areas.
Hunt 1 is clearly limited to 3 total people, these could all be groups of 1.
Hunts 2 & 3 are for a different area-> Are these for 3 and 6 total people or 3 and 6 parties?

Hunt 1:
Max Party Size: 3
Quota: 3 person(s) per hunt choice.
Hunt 1: (3)

Hunts 2 & 3:
Max Party Size: 3
Quota: Shown in parentheses beside each area name in the table.
Hunt 2: (3)
Hunt 3: (6)

The number in parentheses is total bodies on the property. If a single person is drawn for hunt 1 only singles or a party of 2 can also be drawn.

Thanks, so in summary anytime there's a number in the parentheses this will be the max # of people in the field for that hunt choice, regardless of the structure.
