NC Sheriffs Association supports bill to allow unlimited handguns under one pistol permit

Sen. Danny Britt Jr., of Lumberton, has proposed that North Carolina sheriffs be able to issue handgun permits that allow for unlimited purchases rather than requiring a permit for each firearm. His bill was before the Senate Judiciary Committee on Wednesday.

Jones and Britt are Republicans.

Sen. Britt says his bill would eliminate the requirement that sheriffs issue a permit for each pistol purchased. Instead, a permit would be good for unlimited purchases on a single five-year permit.

The change would make the process easier for law-abiding citizens, Britt said. It has the backing of the North Carolina Sheriffs’ Association, which considers it an efficiency step.

Big problem with the bill is that the proposed text would change the language for a CHP to include the "good moral character" clause which has been abused with the PPP to prevent otherwise qualified individuals from owning a handgun. Not good. That must be fixed before this bill could be supported, otherwise it's a step backwards.

That's the headline by GRNC. It is true that the "good moral character" clause gives the sheriffs undue discretion for denying permits but the language still reads "shall issue". There are technically limits on what may be considered in determining "good moral character" but some sheriffs have disregarded these limits and not been successfully challenged. Thus the clause renders the permits as a de facto "may issue" which is a huge step back.

This is not a drill, and this is not a joke. Republicans in Raleigh are in the process of gutting NC’s “shall issue” concealed carry permit application structure...

According to the PCS, a sheriff can deny CHPs by claiming applicants are not of “Good Moral Character,” the same shameful Jim Crow-era language that still exists on Pistol Purchase Permit applications, which GRNC has been fighting to eliminate.

Dear Senator Daniel,

Please consider amending SB 90 to exempt transfers of pistols from pistol purchase permit law between immediate family members.

Nebraska requires a permit to purchase a pistol but exempts transfers between family members.

NC should finally do the same. Its a common sense exemption from the law.

Nebraska's exemption:

Transfers between a person and his or her spouse, sibling, parent, child, aunt, uncle, niece, nephew, or grandparent;

I think something similar should be in NC law.
