North Carolina Funding Sources: Legislative appropriations, real estate transfer tax (1987) Most conservation funding comes from state appropriations. Funding is also dedicated through a real estate transfer tax ($2 per $1,000 of the value of the property). Historically, funding was split between four conservation trust funds and has varied considerably. In 2010, the Clean Water Management Trust Fund received $100 million over two years; recent funding has been between $15-20 million per year. In 2014, the four trust funds were collapsed into three.
