Ipad,scam, locked up help

My mom asked for some help with her Ipad. Ran out of time trying to get an antivirus app loaded. Longer version includes someone basically computer, Ipad and smartphone illiterate. Her passwords are hidden from herself. Lol.
Here is what happens. Open Safari and the page in the below picture is what you see. Click cancel and the browser is frozen. Actually frozen anyway. Any ideas?

Go to settings. Click Safari. Click clear history. Power off, power on.

Take it to a "Genius Bar". Once they get done with their mocha chai lattes they will be happy to help (sell you a new one).

Do what 45/70 said and make sure that page is not set as the default home page.
