Does wagging tails

Was out watching the fields this morning to see what I can find and saw two does walking around with their tails wagging. Usually, I see them with the tail flat down, or fully up when running away. Any thoughts on this behavior?

They wagg them to fight off flies and Mosquitos .

It's usually a sign that they're calm, unalarmed.

I Saw the Same thing Saturday Morning, 2 Does were Wagging their Tails Like Crazy, I Assumed it was Insects.....
