It is stated with the different powder measures not to use black powder, but can one use Blackhorn 209 in them to throw powder?

I have done it in the past to ensure consistency, but you have to determine the grain equivalent of the volumetric load you shoot.

Deep River, am referring to a mechanical Powder Measure like RCBS, Hornady, etc. like you mount on your bench to pour powder in to load into brass.

Yes.
But read up on it. Plastic and steel arbor is not really good to use.
I have used the standard RCBS and Lee.

I know have 3 RCBS BP measures and they have been working just fine for years.
Cases you may want a drop tube.

The uniflow is different from the BP.
The BP measuer used brass and aluminum.

But to answer your question. Yes it can be done and has been done for years. Not recommended buy many or the MFG because of risk.

Lots of the BP shooters had used them and study the use of them. No reports of any blowing up.

Many cowboy shooters use them on all the different powders smokless, BP and BP subs.

I have personally used it on about all.
Have not used it on BH as I don't use it. Should work the same.
I used the standard uniflow with Goex 1F to 4F
And many types of pyrodex.
