Bugs eating my roses. Help!

What is the best way to kill the bugs? I have been using insecticidal soap. It slows them down but dosent kill them they keep coming back. Recommendations appreciated.

sawflies, wife uses fancy blah blah stuff, I use Raid for flying insects, just spray under the leaves and the base at the ground..

Mom always used snuff on her roses. (Powdered tobacco.) Snuff will kill anything!
