My biggest concern would be taking this house down to ground level in the first place. Isn't this why houses on the beach are built up on stilts? so the water can flow under and not cause any damage? Rushing water can put a lot of force on a wall. Just my 2cents

Any ground level walls in those cases must be built in a break away design to allow for your scenario.

And be prepared to hire a surveyor to to determine design flood elevation along with required flood vents and a new elevation certificate. May require a structural engineer to design break away walls depending on location
